The fundamental ideas of the research school were set in the late 1980s at the Research Institute of Concrete and Reinforced Concrete (Moscow) under the leadership of Meritorious Scientist and Engineer of RSFSR, Doctor of Science in Engineering, Professor A. Vasilyev, whose graduate student and apprentice is D. Lazovsky.

At the end of the last millennium and the beginning of this one, with Perestroika and transition of enterprises to self-sufficiency and self-financing, the problems of introducing new technologies and equipment with the necessary reconstruction of buildings and structures became the dominant ones. This gave an impetus to accelerate the development of the scientific school. With the formation of the independent state of the Republic of Belarus, a new scientific school with the traditions of the original one in the Soviet Union was also formed.

The ideas of the Belarusian scientific school were approved and supported by Professor T. Petsold, Meritorious Scientist of the Republic, Doctor of Science in Engineering.

The main scientific and engineering ideas in the sphere of technical condition and reinforcement of constructions formed the basis for regulatory documents in the form of Material P1-8 "Strengthening of concrete structures" to the building code 2.03.01-84*, Construction Standards of the Republic of Belarus 5.03.01 "Concrete and reinforced concrete structures. Standards for design", and also for the further regulatory documents as the section on the assessment of the technical condition and constructions reinforcement.
